Insurance Commissioner Poizner Announces Appointments to
Workers' Compensation Insurance Rating Bureau Governing Committee
Insurance Commissioner Poizner today announced that he has appointed Sara Flocks, of San Francisco and Lee Pearson, of Rancho
Murieta to the Workers' Compensation Insurance Rating Bureau Governing Committee.

Pearson, currently retired, most recently served as the General Vice President of the International Association of Machinists &
Aerospace Workers. He has worked representing labor since 1978, starting as a business representative at a local lodge. Pearson's entire
career has been in labor, working in a number of capacities. Pearson studied labor at San Diego City College and is a trustee with the
Guide Dogs of America.  

Flocks serves as the Public Policy Coordinator for the California Labor Federation. She has worked in labor for more than ten years,
starting as a Public Action Organizer for AFL-CIO, Associate Labor Policy Specialist for the Center for Labor Research and Education,
Co-Director of Young Workers United and then as a Senior Program Coordinator for Corporate Accountability International. Flocks
earned a Bachelor of Arts degree from University of California at Berkeley and a Masters of Public Administration from the Harvard
Kennedy School of Public Policy.  

The WCIRB Governing Committee is comprised of twelve members: seven private insurers; State Compensation Insurance Fund; and
four public members, two representing insured employers and two representing organized labor.  Lee and Flocks are filling the two
"organized labor" spots. Except for State Compensation Insurance Fund, insurer members are elected for two-year terms by the
membership at the Annual Meeting, while public members are appointed for two-year terms by the Insurance Commissioner.  By
statute, State Compensation Insurance Fund is a permanent member of the Governing Committee.  The Insurance Commissioner, or his
designated representative, is entitled to attend all meetings of the Governing Committee.
